Introduction 

Unless the inside of a bottle cap is your idea of light reading, you’re probably here because someone said, “What liner do you want in the cap?” and you politely nodded while quietly thinking, “I’m sorry… the what?”

Good news: you’re not alone. Liners have been baffling people since they first hit the scene in 1892 created by William Painte. As boring as a topic as this can be it is CRITICAL to get the right liner. Believe it or not that tiny insert is doing a whole lot of heavy lifting, and depending on what you’re bottling, picking the wrong one is a mistake you’ll only make once.

In this article: We’ll break down the most common liners you’ll run into, what they actually do, and when they’re typically used. If you read this to the end the next time someone says “F217” or “induction seal,” you won’t feel like you just got handed a packing spec written in ancient Greek. You will be able to baffle your friends and co-workers with your knowledge and never go uninvited to another birthday party again. Hang on… liners are a riveting and wild ride!

Most Common Liners 

Foam liners often called F217 (Foam)—is one of the most common general-purpose choices. This is probably the most common liner out there and for good reason. F217 is a two-sided foam liner polyethylene foam on the inside, a low-density polyethylene film on both faces. It’s flexible, it seals well, and it plays nicely with a wide range of products. If you’re bottling something that isn’t particularly aggressive — water, dry goods, mild chemicals, personal care products — an F217 is usually your go-to. Think shampoo, lotion, vitamins, spices. Most of them have foam liners. It’s the vanilla ice cream of cap liners. Most people need it, and it delivers every single time.

  • Shampoo, lotion, and personal care products
  • Vitamins and supplements
  • Dry goods like spices and powders
  • General-purpose liquids that aren’t aggressive

 Downsides:

  • Not tamper-evident
  • Not a true barrier to oxygen or moisture
  • Can struggle with aggressive chemicals
  • Doesn’t work well if you need a hermetic seal
 

Foil liners are the ones you usually see in supplements, vitamins, and food-grade products. They’ve got a layer of aluminum foil bonded to either a pulp backing or a foam backing. The foil side faces down toward the product and acts as a moisture and oxygen barrier. This keeps your product fresher, longer. If you’ve ever opened a new bottle of ibuprofen and peeled back that shiny layer — that’s a foil liner. It’s also what gets used when you need induction sealing, where heat is applied to the foil to fuse it to the bottle’s rim. Great for tamper evidence. Customers love it, regulators love it.

  • Supplements and pharmaceuticals
  • Food and beverage products
  • Products that need tamper evidence
  • Anything where freshness and shelf-life matter

Downsides:

  • Requires induction sealing equipment
  • One-piece versions don’t reseal
  • Slightly higher cost vs basic liners
  • Not ideal for products that need to “breathe”

Pressure-sensitive liners are the ones that usually stay stuck to the bottle opening after you remove the cap. These use an adhesive that activates when the cap is tightened on, so the liner sticks to the rim of the container. They’re mainly used for dry products like powders, tablets, spices, and similar items. For most liquid applications, this usually is not the lane. Also, once that seal is removed, it does not reseal. 

Common Uses:

  • Powders, spices, and dry goods
  • Short shelf-life products
  • Low-risk applications where tamper evidence is nice but not critical

Downsides:

  • Not suitable for liquids
  • Seal can be inconsistent if not applied correctly
  • Doesn’t reseal once removed
  • Lower overall seal strength compared to induction

Induction liners are what most people picture when they think of a “safety seal” under a cap. This is the foil seal that gets bonded to the bottle after capping using an induction sealer. These liners are popular because they give you stronger leak protection, better freshness protection, and visible tamper evidence. If you use a one-piece version, the seal peels off and that’s that. If you use a two-piece version, the foil seals to the bottle and a backing stays in the cap so the package can still reseal afterward.

  • Supplements and vitamins
  • Food and beverage products
  • Pharmaceuticals and nutraceuticals
  • Products that need tamper evidence (retail shelf products especially)
  • Liquids where leak protection and shelf life matter

Downsides:

  • Requires induction sealing equipment
  • One-piece versions don’t reseal after opening
  • Adds an extra step in the packaging process
  • Slightly higher cost compared to basic liners
  • Not a good fit for products that off-gas or need venting

Polycone liners are another one you may hear about, especially if you’re dealing with liquids, chemicals, pharmaceuticals, nutraceuticals, or essential oils. They seal against the inner lip of the bottle and do a great job with leak resistance and resealing. They’re not a tamper-evident option, but if the goal is a tight liquid seal, they’re definitely worth knowing about.

  • Chemicals and industrial products
  • Essential oils and pharmaceuticals
  • Applications where leak prevention is critical

Downsides:

  • Not tamper-evident
  • Can be more expensive than foam
  • Requires proper torque to seal correctly
  • Not ideal for wide-mouth containers

 

How Do You Know Which One You Need?

This is where a lot of people get themselves into trouble. They pick a liner based on price, or what they used last time, or what came with the caps they ordered — without ever stopping to ask whether it’s actually compatible with their product.

The right liner depends on a few things:

  • What’s your product? Is it a liquid, a powder, a chemical? Is it acidic, oily, or flammable?
  • Does it off-gas or react with certain materials?
  • Do you need tamper evidence?
  • What’s the temperature range during shipping and storage?

Answer those questions honestly and you’re most of the way there. If you’re not sure  and there’s no shame in that, this stuff can get complicated fast that’s exactly what we’re here for.

A cap liner isn’t just filler inside a cap. It’s doing real work — protecting your product, extending shelf life, preventing leaks, and in some cases, keeping your packaging from literally falling apart in the field. The right one makes all the difference. The wrong one can be a very expensive lesson.
